Outcome of IMO MSC 92, June 12-21, 2013

The IMO Secretary General, Mr Koji Sekimizu, stated in his closing remarks at the Maritime Safety Committee (MSC), 92nd session, held from June 12 to 21, 2013, that "The Costa Concordia safety review has been the most important safety issue at this session. The Committee has taken firm actions to set a clear direction towards a safety review over critical areas such as stability and survivability.
Miltiadis Varvitsiotis, Minister of Shipping and the Aegean

Mr. Varvitsiotis was born in Glyfada, Athens in 1969, and is the eldest son of long serving politician Ioannis Varvitsiotis and Sophia Lanara. He graduated from the Law School of the University of Athens and subsequently completed postgraduate studies in International Relations at Harvard University, Cambridge, Ma.
European Ports Policy

On 23 May 2013, the European Commission published the long-awaited Ports Package III. This follows two previous attempts by the Commission to liberalise port services that were both rejected by the European Parliament due to immense political pressure against the package, in particular by the Unions and various European coastal regions.
EU Co-Ordination of Member States at IMO

In April 2013, the European Commission informed Member States of "emerging changes" – a result of adapting to the requirements of the Lisbon Treaty to the EU coordination process and the scope of EU competence issues addressed in the IMO.

On 29th October 2012 the Council adopted a directive amending directive 1999/32/EC with regard to the sulphur content of marine fuels (PE-CONS 31/12)
Directive on Reporting Formalities for ships arriving at or departing fron EU ports

From 19th May 2012, the new EU Directive 2010/65/EU on reporting formalities, applicable to ships arriving at, or departing from, ports in the European Union, superseded Directive 2002/6/EC. The purpose is to simplify and harmonise the administrative procedures in maritime transport by standardising the electronic transmission of information and by rationalising reporting formalities.

European Legislation compels the EU to take action to help meet its own target of a 20 per cent emissions cut across all sectors by 2020, if no international agreement to deal with maritime emissions was in place by the end of 2011.
