Russia: Novorossiysk/New Port Requirements

A new Marine Risk Management Policy will come into force from 1 May, 2013 for vetting all tankers calling at Sheskaris Oil Terminal, IPP Terminal (piers 26 and 27) and Fuel oil Terminal (pier No. 25, 25a).

The main purpose of the new policy is to minimise risks during the loading of crude oil, products and liquid fertilizers at Novorossiysk Commercial Sea Port.

 

With effect from 1 May 2013, all tankers calling at Novorossiysk are subject to preliminary vetting to confirm their suitability for loading crude oil, products or liquid fertilizers. The risk assessment and vetting procedure will be based on data from SIRE reports, OCIMF, Lloyd's Marine Intelligence Unit and other sources. All tankers are to be inspected for compliance with international standards.

The vetting inspections of the vessels will be carried out by International Risk Assessment Service on behalf of Primorsk Oil Terminal (as a member of OCIMF).

The following regulations and criteria will be taken into consideration for risk assessment:

- International and national legislations, rules and requirements
- Port State Control, BS MOU, Paris MOU, etc.
- Classification society requirements
- IMO, OCIMF, ICS Recommendations, etc.

Particular attention will be paid to the following:
* Vessel's age;
* Crew manning;
* Accident and incident statistics;
* Actual conditions of ship's cargo system, exhaust and inert gas system.

To avoid the arrival of non-compliant ships, it is recommended that owners provide full pre-arrival information (Q88 questionnaire) 14 days before arrival/loading. This information can be provided to the terminal via agents.
