Early warning on global 2020 sulphur cap compliance

The Maritime Authorities of the Paris and the Tokyo Memoranda of Understanding (MoU) on Port State Control will start issuing a letter of warning from 1 January 2019 on the sulphur content of marine fuels during inspections in order to increase awareness of and to encourage timely compliance with the new requirements.

As Members may be aware, the Ukrainian government has imposed thirty days of martial law, starting on 28 November 2018 and ending on 27 December, across ten regions of Ukraine bordering Russia to the east and the Black and Azov Seas to the south. This was imposed in response to an incident in the Black Sea on 25 November, where Russian Navy vessels fired upon and seized three Ukrainian vessels, and detained 23 Ukrainian sailors.

In addition to progress made on a number of important issues, the International Maritime Organisation (IMO) at its recent Marine Environment Protection Committee (MEPC 73) listened to the concerns raised by INTERCARGO and others and offered a constructive way forward to potentially address them. It is critical, especially for the tramp sector, to ensure an effective implementation process for the 2020 Sulphur Cap regulation.
