European Commission 2014 Work Programme

On 22nd October 2013, the European Commission adopted its Work Programme for 2014. Particular focus is placed on the finalisation of the banking union, the single market and the digital agenda. Emphasis is also put on combatting youth unemployment and on new measures under the Multiannual Financial Framework for 2014-2020 swiftly becoming operational.

As underlined by Commission President Barroso, the 2014 Work program is one of "delivery and implementation". As such, priority will be given to proposals that are well under way and likely to be adopted by the legislators in the coming months. The new Work Programme therefore differs from the previous ones in that it includes a list of already adopted proposals for legislation that are sufficiently advanced to have a realistic chance of adoption in the coming months.

The list gives a clear indication of the Commission's intentions in the coming 6 months, before the European elections and the appointment of a new Commission. With regard to the maritime transport sector, no relevant proposals are included in this list.

• Finally, the Commission 2014 Work programme contains a list of legislation that becomes applicable in 2014.

-18 June 2014 : Directive 2012/33/EU of the European Parliament and of the Council of 21 November 2012 amending Council Directive 1999/32/EC as regards the sulphur content of marine fuels.
-4 July 2014 : Directive 2012/35 amending Directive 2008/106/EC on the minimum level of training of seafarers.
-21 November 2014 : Directive 2013/38 amending Directive 2009/16/EC on port State control in order to enforce the Maritime Labour Convention.
